Lewis R. Moretsky is the founding principal of The Upton Group and Chief Executive Officer. He has been in the Telecommunications industry in varying positions for over forty-five years. Lewis served for 10 years in North Supply in a Senior Sales position and various executive positions. North Supply, a division of United Telecommunications, Inc., is presently a subsidiary of Sprint (EMBARQ), the second largest Independent Telephone Company in the United States. He received a BS in Public Accounting from New York University in 1963 and a MBA from Central Missouri State University in 1971.

Mr. Moretsky served as an officer in the United States Air Force from 1963 to 1968 where he was both a flight officer and a Telecommunications Officer. He is listed in the Marquis’, Who’s Who in the Midwest 1978-1979, 1982-1983, and 1984-1985 (16th, 17th, 18th And 19th Editions). Lewis is also listed in the 1981-1982 and 1983-1984 (22nd and 23rd Editions) of Who’s Who in Finance and Industry in America, and the 1982-1983, 1984-1985 (42nd and 43rd Editions) of Who’s Who in America, and the Official Registry of the Who’s Who of American Business Leaders, 1991 Edition, all as a result of his contributions in the telecommunications industry. His expert opinions were solicited by the Center for Telecommunications Management and used to substantiate predictions for the “future of the global telecommunications and information industries” in the Telecom Outlook Report: 1999-2010. In addition to The Upton Group, some of the contributing companies were, Academy of Television Arts and Sciences, Alcatel, AT&T, Bell Atlantic, Bellcore, COMSAT Corporation, EDS, IBM, Lucent Technologies, Inc. and many other major corporations.

Mr. Moretsky has been a Telecommunications Consultant for over 35 years, performing consulting services for many large telecommunications manufacturers and suppliers. Among many others, Moretsky has consulted to Panasonic, ITT Telecommunications, Siemens Corp. in the USA and Germany, Mitel, Inc., Intertel, New York Life Insurance Company and NASDAQ, to name a few. He has managed communications projects for Deloitte, Haskins and Sells and other management consulting firms. Martin Marietta Corporation retained The Upton Group from 1986-1987 to act as an executive consultant to the development of their proposal for Federal Telecommunications System (FTS) 2000.

Mr. Moretsky has presented his views on Telecommunications to many groups including the 60th and 61st Annual Convention of the Missouri Hospital Association and various Hospital Engineers Associations. He has conducted sales and equipment configuration seminars for AT&T Information Systems, North Supply Co. (Sprint), Tadiran Corp., and many other telecommunication companies throughout the United States.

Among other accomplishments, Mr. Moretsky was a founder of the North American Telecommunications Association, a member of the Society of Telecommunications Consultants, and the Editorial Inner-Council of Telecommunication Products & Technology Publications.


Prior to entering the telecommunications field, holding Top Secret security clearance, Frank Budelman served 10 years in the United States Air Force as an intelligence operator. His career in telecommunications began in 1979 as State and Regional Director of the North American Telecommunications Association (NATA and presently MMTA). As a representative for telephone system dealers and manufacturers nationally, he spoke on industry issues to the FCC and to State and Federal Legislators and Regulators. Frank organized numerous grassroots lobbying campaigns, linking telecommunication business leaders and their legislators. At NATA, Frank was the interface between the Washington, DC media and the telecommunications industry. He was also the Telecommunications Program Manager for Satellite Business Systems (IBM) and Executive Vice President for Vanguard Telephone of Brattleboro, Vermont.

Later in his career, Frank managed the telecommunications systems and call center for National Grange Mutual Insurance Co. in Keene, New Hampshire, and became Associate Consultant for The Upton Group, a role that continues today. As the Telecommunications Engineer at Cabletron Systems, Inc., a company specializing in the design, testing, and implementation of call centers, he managed the implementation of networked call centers throughout the US, Ireland, England, Germany, and Australia. He has also served Final Mile Communications as Director of Marketing and Public Relations.

Mr. Budelman holds a BA in Speech Communications and an MA in Communications from the University of Maryland, and certification in Call Center Management from Purdue University. He is a member of the Society of Telecommunications Consultants and a former member of the Board of Directors.


Gary Cornell is a senior consultant with more than 20 years of diverse information technology and telecommunications experience. He began his career as the EDP Manager of Northeast Motel Corporation. In 1987 he moved to the Delphi Information Systems in Boston, MA, consulting for large Manahattan-based firms. From 1992-2000 Gary was Chief Information Officer at LDG Reinsurance Corporation, overseeing IT operations in the United States, United Kingdom, Germany and Turkey. From 2000-2003, Gary was Vice President of Infrastructure at Boston Financial Data Services, providing IT and disaster recovery services. Gary joined The Upton Group in 2003 and continues to provide information technology and telecommunications consulting services. Gary attended Northeastern University and Boston University. He continues his professional development as a member of COMMON.



Paul Harmon is a results proven executive consultant with extensive leadership experience and consistent success building & growing companies through aggressive management initiatives. Strong “roll-up-the-shirt-sleeves” team leader accomplished in attracting and retaining top talent simultaneously creating an environment that motivates peak performance. Aggressively respond to market trends and seize opportunities to drive revenue and earnings in highly competitive markets.

His extensive background in the integrated building systems business including Fire Alarm, IP-Video, Integrated Security, Architectural Door Hardware along with all aspects of corporate management including operations, sales, marketing, finance, process development and human resources brings a wealth of expertise to manage through any consulting assignment. The corporate P/L management background includes owning his own company, managing a regional privately held systems integrator, a private equity owned organization and two Fortune 100 companies with extensive merger and acquisition experience.
